New Carbon Monoxide Alarm Requirements for Sellers

The Washington State Legislature has enacted a new statute that takes effect April 1, 2012 requiring the seller of any owner-occupied single-family residence to equip the resident with carbon monoxide alarms before the buyer or any other person may legally occupy the residence.

 

Carbon Monoxide Poisoning

Carbon monoxide killed over 1,000 Washington residents between 1990 and 2005.

After the 2006 windstorm, over 300 people were treated for carbon monoxide poisoning and eight people died – most of these exposures were due to charcoal being used in enclosed spaces.

What is carbon monoxide?

Carbon monoxide, or CO, is a poisonous gas that cannot be seen or smelled and can kill a person in minutes. Carbon monoxide can quickly build up to unsafe levels in enclosed or semi-enclosed areas.

What are some common sources of carbon monoxide?

Carbon monoxide is produced by incomplete combustion from cars and trucks, small gasoline power equipment like weed trimmers and chain saws, boat engines, gas and camp stoves, lanterns, burning charcoal and wood, and gas ranges, ovens, or furnaces. Tobacco smoke is a significant source of carbon monoxide in homes with smokers.

What are the symptoms of carbon monoxide poisoning?

Common symptoms are headache, dizziness, fatigue, weakness, confusion, and nausea. Breathing in high levels of carbon monoxide can cause loss of consciousness and death. People who are sleeping can die from carbon monoxide poisoning before ever knowing they are being exposed to the gas.

Who is at risk from carbon monoxide poisoning?

All people and animals are at risk for carbon monoxide poisoning. Certain groups, such as unborn babies, infants, and people with chronic heart disease, anemia, or respiratory problems, are more easily affected by carbon monoxide poisoning.

What should be done if you suspect someone has carbon monoxide poisoning?

  • Immediately go outside to get fresh air. Call 911.

  • If someone is unconscious and cannot leave, open windows and doors to bring in fresh air. Turn off the source of carbon monoxide. Call 911.

Should a carbon monoxide detector be installed in my home?

Yes, these detectors are similar to smoke alarms and can warn you when carbon monoxide levels become unsafe. If the alarm goes off, evacuate the building and call 911. Follow the carbon monoxide detector instructions for routine maintenance, including regular replacement of batteries. If the carbon monoxide detector is wired to the electrical supply, make sure it has back-up batteries for when the electricity is off.

Washington State law requires carbon monoxide alarms to be installed in most newly constructed residences by  July 1, 2011. How do I prevent carbon monoxide poisoning during a power outage?

  • Never use a charcoal or gas grill in an enclosed space, such as inside your home, garage, or in a tent or camper. See our fact sheet on preventing carbon monoxide poisoning during a power outage, which is available in multiple languages.
  • Don’t burn charcoal in your fireplace. A charcoal fire will not create a chimney draft strong enough to push the carbon monoxide to the outside.
  • Never use a generator inside your home, garage, carport, basement, or near an outside window, door, or vent. Generators should be at least 15 feet away from buildings. Even at 15 feet away, air flow patterns could still blow carbon monoxide into homes through attic vents, windows, or doors, so it’s very important to have a working carbon monoxide detector inside the home. Get tips on using a generator during a power outage.
  • Never use a gas range or gas oven to heat your home.
  • Never sleep in a room while using an unvented gas or kerosene heater.

How can I prevent carbon monoxide poisoning from vehicles and other equipment?

  • Never run a vehicle in a garage, even when the garage door is open.
  • Have a mechanic check the exhaust system of your car every year. A small leak in your car’s exhaust system can lead to a build up of carbon monoxide inside the car.
  • Don’t allow people to travel inside truck canopies and campers. Vehicle exhaust can be drawn into the covered or enclosed area of canopies and campers.
  • Boaters should be aware of exhaust “back drafting” into the boat’s cabin, cockpit, or deck. Make sure people swim and play away from the engine exhaust of the boat. Don’t “teak surf” or hang onto and ride on the swim platform on the back of boats.
  • Never use gasoline powered equipment indoors or in poorly ventilated areas.

How can I prevent carbon monoxide poisoning from my home appliances?

  • Have oil and gas appliances and fireplaces, as well as wood stoves, checked every year by a trained professional.
  • Make sure chimneys and flues are routinely checked and cleaned. Never burn anything in a stove or fireplace that isn’t vented.
  • Don’t use unvented fueled heaters.
  • If you suspect a gas leak, leave your home immediately, call 911, and contact your gas company. Don’t go back into the home until the problem has been resolved.

Second meeting on future of 35th Ave. is Wednesday

From the Wedgwood Community Council:

Planning for the future of the business district along 35th Avenue Northeast was kicked off in January, and continues Wednesday evening. The meeting is Feb. 8th from 7-8:30 p.m. at the Congregation Beth Shalom sanctuary 6800 35th Ave. N.E.

The process would shape the future of 35th Ave NE to achieve the shared vision developed by the community.  The baseline for Wedgwood’s vision was defined in 2010 with the completion of the Vision Plan….

Hopefully, the Ravenna-Bryant community will partner alongside us to (have) their vision incorporated into more unified and cohesive neighborhood planning tools for 35th Ave NE.

Administration Revamps HAMP to Reach More Borrowers

Changes announced Friday to the administration’s Home Affordable Modification Program (HAMP) are expected to extend relief to a larger share of struggling homeowners as well as renters, according to federal officials.

One of the key adjustments to the program centers around principal reductions. HAMP currently includes an option for servicers to provide underwater homeowners who are struggling with their payments with a modification that includes a principal writedown.

To encourage investors to agree to principal reduction modifications, Treasury is tripling the incentives for such restructurings, paying from 18 to 63 cents on the dollar, depending on the degree of change in the loan-to-value (LTV) ratio.

The Federal Housing Finance Agency (FHFA) has prohibited Fannie Mae and Freddie Mac from employing HAMP’s principal reducing option for their borrowers. Treasury has notified FHFA that it will pay these same principal reduction incentives to Fannie and Freddie if they allow servicers to forgive principal in conjunction with a HAMP modification.

FHFA issued a statement in response noting that it recently released analysis concluding principal forgiveness does not offer any greater benefits than principal forbearance as a loss mitigation tool.

But the agency says it will reassess the investor incentives now being offered, taking into consideration the number of eligible loans, operational costs to implement such changes, and the potential effects of incentivizing borrowers to remain current.

Among the other changes announced, borrowers who are struggling because of debt beyond their mortgages, such as second liens and medical bills, will be eligible for an alternative program evaluation with more flexible debt-to-income criteria.

In addition, Treasury will expand eligibility to include investor properties that are currently occupied by a tenant as well as vacant properties slated for rental use.

Tim Massad, Treasury’s assistant secretary for financial stability says single-family homes serve an important function as affordable rental housing, and foreclosure of investor-owned homes has disproportionate negative effects on low- and moderate-income renters, as well as communities.

The deadline for HAMP will be extended for an additional year through December 31, 2013.

To date, HAMP has helped approximately 900,000 struggling homeowners permanently modify their mortgage loans, providing them with a median savings of more than $500 a month.

Massad says the administration is committed to a multi-pronged effort to support American homeowners and the housing market recovery.

In addition to foreclosure prevention initiatives such as HAMP, Massad says the federal government plans to focus on transitioning foreclosed properties into rental housing, making it possible for responsible homeowners to refinance, and providing hard-hit states with resources to develop targeted relief programs.

Neighbor Appreciation Day, Feb. 11

Feb. 11 is Seattle’s 18th annual Neighbor Appreciation Day, a special day to reach out to neighbors, create new friends, and express thanks to those who help make your neighborhood a great place to live.

The city suggests several ways to participate:

  • Plan an activity for your neighborhood such as a block party, potluck, or work party. The city’s Neighbor Appreciation Day website provides ideas, tools, resources and templates to help community members organize an activity. Once organized, the event can be posted to the online calendar (the submission can be made public or private).
  • Send out Neighbor Appreciation Day greeting e-cards to your neighbors. The selection of e-cards feature artwork from past winners of the Neighbor Appreciation Day Student Art Contest.
  • Share a story or two about your favorite neighbors. Community members can visit the Neighbor Appreciation Day website to post stories about great neighbors or their neighborhood.
  • Attend one of the many community activities listed on the online calendar. Seattle Fire stations, Seattle Parks and Recreation community centers and pools, and other organizations have special Neighbor Appreciation Day events and work parties planned.

Congress restores FHA loan limits

In late September the FHA, Fannie Mae and Freddie Mac loan limits were reduced
in 42 states pricing potential home buyers out of the American Dream of home
ownership and holding back the housing recovery. REALTORS® immediately went to
work with the goal to get the loan limits restored in Congress. For weeks that
goal seemed unlikely.

On November 11th, Congress restored the loan limits
for the Federal Housing Administration (FHA) for two years. The reinstated FHA
loan limit formula and cap change will help make mortgages more affordable and
accessible for hard-working, middle-class families in 669 counties in 42 states
and territories, where the average loan limit reduction after the reset last
month was more than $68,000. The provision reinstates the FHA loan
limits through 2013 at 125 percent of local area median home prices, up to a
maximum of $729,750 in the highest cost markets ($567,500 in King County), the
floor will remain at $271,050.
However, Congress chose not to apply the
loan limits restoration to Fannie Mae and Freddie Mac. Fannie-and-Freddie-backed
mortgages will remain at 115 percent of local area median home prices up to
$625,500. The bill also provides for a short-term extension of the National
Flood Insurance Program (NFIP) through December 16, 2011. NAR will continue to
press Congress to use the additional time to complete their work on a five-year
reauthorization of the program, which ensures access to affordable flood
insurance for millions of home and business owners across the country.
